From my perspective one the principle factors here is reciprocity!
Welby advocates a submission for his flock, for them to adopt a supine and essentially abusive relationship with a religious group that does not reciprocate tolerance and mutual respect.

It's not even difficult to find a biblical mandate for prioritising the care of other Christians over those who are not part of the 'household of faith,' and it's embarrassing that Welby doesn't recognise this. The New Testament does talk about love for our neighbours, but quite clearly gives higher priority to love for 'brothers and sisters'. Christian teaching is to care for all people, but it doesn't demand that we care for all people equally.
